The city is located on a series of low islands, intermingled with many channels and canals that allow easy boat access to almost any residence. This proximity to the ocean has given the city a prime advantage in shipping, both for trade and naval power.

Currently the city stands as a neutral city-state, holding only minor influence on the surrounding islands in terms of government. They share an uneasy set of treaties with their neighbors, Arkonia to the north, and Kaviir to the east. As the two adjacent nations quarrel frequently it is usually Lis that acts as a neutral location for negotiations.
Pirates are the main concern for Lisian merchants, as the many islands in the archipelago contain the perfect environment for swashbuckling thieves and hidden coves. A famous pirate group of the area known as The Five Winds used to roam freely, ravaging caravels and frigates, but have at present faded in power, their ultimate fates unknown.

orld relations
Lis has risen as an authority in the area, controlling much of the trade on the northern coast of the continent. Their wares can be found as far as The Warring Peninsula, which is a testament to their naval trading companies. As they are not want for conquest, they rely on mercenary groups as their main source of defense, welcoming many guilds and corps from around the world. The Guild of Antiquities holds a regional headquarters in the city as a gateway into Shahar proper, used for expeditions inland in search of ancient ruins and archaeological finds.
